PETITIONS BY THE CITIZENS

      If public welfare or civil rights are violated, citizens may petition the Council or City Government's administrative offices for rectification.

      A written petition should be written in triplicate, signed and stamped by the petitioning citizen, and then submitted to the Council, with circumstances, reasons and requests for rectification. If it is submitted by a group of citizens, representatives of no more than ten should present the case. The Council will notify the petitioner of the results after the case is coordinated. If the Council has no authority over the case, it should notify the petitioner of a suitable alternate channel of petition. A citizen can also seek assistance from the councilors in his local constituency.      
 

 

      In addition, the Citizenry Service Center on the first floor of the Council offers assistance during office hours.

PUBLIC AUDITORY

      As municipal development is based on public opinions, citizens are welcome to sit in at the auditorium of the Council Chamber to observe council sessions. Citizens can use a personal ID to apply for an auditory permit at the Council service desk, which then allows them to enter the fourth floor listening gallery. For group auditory, an official letter of application must be submitted to the Council in advance, in order that the Council's Public Relations Office can make appropriate arrangements for the group.
