Taipei City Council is a representative body functioning as a forum for the citizens' views, and it approves city budgets and rules. The council is also the city legislature which approves city laws and statutes, and is devoted to supervising municipal affairs, increasing the welfare of the citizens, promoting the quality of people's lives, and realizing the divisions of people’s rights and the powers of the government in a democratic constitution.

Councilors of this current term represent four parties, the KMT (Kuomingtang-the National Party of R.O.C.) with twenty one seats, the Democratic Progressive Party with seventeen seats, the People First Party with eight seats, the New Party with five seats and one independent member. None of the parties holds majority seats on the floor. Therefore, good coordination among the four parties and effective interaction between the council and the city government are especially important in realizing the city’s democratic administration, in promoting municipal progress and in ensuring the welfare of the citizens.
