Regular And Provisional Sessions

A regular session is held every six months with a duration of 70 days. When the Council needs to deliberate the annual municipal budgets, the session may be extended for more ten days. Upon the request of the Mayor, the Speaker or one third of the Councilors, provisonal session shall be held within ten days. The duration may include holidays and recesses and shall not be longer than ten days. No more than eight provisional sessions can be held within 12 months.

 

Committees 

TThe City Council consists of seven permanent committees: (1) Civil Affairs; (2) Finance & Construction; (3) Education; (4) Transportation; (5) Police and Sonitation; (6) Public Works; and (7) Legislation in charge of review various proposals assigned by the Plenary.

●   Civil Affairs Committee ─ examines proposals regarding Secretariat, the Departments of Civil Affairs, Social Welfare, Labor, Land Administrations,Compulsory Military Service, Legal Affairs, Government Ethnics, Personnel, Civil Servant Development, Comission of Research, Development, and Evaluation, Indigenous People, Hakka Affairs, and Taipei’s District Offices as well as their subordinate agencies.

●   Finance & Construction Committee ─ examines proposals regarding the Departments of Finance, Economic Development, Information Technology, Budget, Accounting and Statistics, Taipei Water, and Feitsui Reservoir Administration as well as their subordinate agencies.

●   Education Committee ─ examines proposals regarding the Departments of Education, Cultural Affairs,Information and Tourism, and Sports as well as their subordinate agencies.

●   Transportation Committee ─ examines proposals regarding the Departments of Transportation, Rapid Transit Systems, Taipei Rapid Transit Corporation as well as their subordinate agencies.

●   Police Affairs and Sanitation Committee ─ examines proposals regarding the Departments of Police, Fire, Health, and Environmental Protection as well as their subordinate agencies.

●   Public Works Committee ─ examines proposals regarding the Departments of Public Works, Urban Development, and Urban Planning Commission as well as their subordinate agencies.

●   Legal Affairs Committee ─ examines proposals regarding municipal laws and regulations.

 

Efficacy And Reconsideration of  Resolutions 

1. The City Government shall carry out resolutions adopted by the City Council and if there is any failure or improper execution, the Council shall have the right to request for an explanation. If necessary, the Council may report to the Executive Yuan to invite relevant agencies for joint consultation and make a determination.

2. Whenever a resolution of the Council involves Article 35, subparagraph 1 to 6 and subparagraph 10 of the Local Government Act and is deemed unsuitable for implementation, the City Government may send it back to the Council with description of the reasons for reconsideration within 30 days after it was sent to the City Government. Whenever a resolution of the Council involves Article 35, subaragraph 8 and 9 and is deemed unsuitable for implementation, a letter may be sent back to the Council with description of the reasons.

3. The Council should reconsider the resolution returned by the City Government and decide on the issue within 15 days after its arrival at the Council. During recess, the Council must reopen within seven days and decide on the issue in three days. If the Council fails to do so, the returned resolution will be nullified.

4. Upon reconsideration, if two-thirds of the councilors present still uphold this resolution, the City Government must accept it.

5. A resolution made by the Council regarding the autonomy ordinances or related matters will be null and void if it conflicts with the Constitution, laws or other regulations made under statutory authorization.
